Salary: £60,000 – ££65,000 per annum

Job Type: Fixed Term – Full time

Due to a recent promotion, a vacancy has arisen for an experienced Head of Property Services on an interim basis . Reporting to the Director of Property Services, the main roles and responsibilities for this role are to:

  • Lead and manage the Asset Management, Planned Works, Gas Servicing and Repairs, Adaptations, Repairs, Void and Carbon Reduction Functions
  • Provide leadership and expert advice to the Property Services Team and oversee action in respect of performance, practice and business and financial planning
  • Ensure budgets of Circa £12million are fully managed and any variances highlighted to the Director of Property Services immediately. Monitors trends and identifies innovative solutions
  • Work collaboratively in partnership with the Director – Property Services and, the Executive Team to provide a clear strategic direction for Property Services ensuring customer service excellence is embedded across all services
  • Provide effective line management for all staff and ensure that the business maintains an effective and efficient workforce
  • Ensure the Trust develops and implements an active asset management approach including the implementation of a new stock appraisal system to identify suitable properties for disposal, investment, remodelling or alternative use. Develop agile approach to appraising stock for rationalisation for the worst performing stock (i.e. lowest or negative NPV) including increased use of digital technology incl. GIS mapping
  • To lead on the management and development of the Asset Management property database/s and information links to other systems. This includes stock condition data and programme modelling, planned maintenance module, compliance data, and energy data. Lead on initiatives to enable smarter use of data to inform decision making, including data analytics using a variety of data sources
  • To manage the stock condition process to ensure the Trust has robust information on its property assets to make effective investment and divestment decisions, predict building element failure and estimate costs in advance. This will include a cycle of stock condition surveys, ensuring component replacements are recorded in the Asset Management database
  • Promote a positive approach and develop a mature culture in relation to Health and Safety and where appropriate CDM
  • Lead on the development of policies, asset management strategies and asset standards. To lead on service reviews and the continual evolution of Polices and Operational Procedures
    • Ensure management controls and appropriate policies are developed to ensure compliance with all statutory, Regulatory, and legal requirements and to deliver the Trusts stated goals
  • Ensure services are delivered to meet targets in the performance management framework
  • Manage risk and compliance in the service area
    • Leads on complaints, queries, Councillor and MP enquiries through to resolution
    • Contribute to projects identified in the THT Business Plan as specified by the Director of Property Services
    • Produces high quality Executive and Board reports on both a regular and ad hoc basis
    • Deputise for the Director of Property Services in his absence

The Person:

The successful candidate will have the following:

  • A sound understanding of the social housing environment including emerging government policy
  • Experience at a senior level in social housing or similar environment
  • Able to demonstrate sound technical knowledge of the building maintenance and construction industry through previous work experience
  • Able to demonstrate sound technical knowledge of health and safety regulations, governance and compliance through previous work experience
  • A track record of building and managing successful teams and delivering consistently high levels of service and high levels of resident satisfaction
  • Experience of managing a responsive repairs service with a focus on ‘right first time’ approach
  • Project Management: experience of managing property maintenance, compliance and improvement projects, programmes or contracts within budget and deadlines
  • Strong financial and budgetary management skills
  • Excellent communication skills
  • Excellent negotiation and presentation skills
  • Good IT skills with experience of using Microsoft Office
  • Current full driving licence
